City of Mbombela seeks public comment on developed draft precinct plans for Barberton and KaBokweni areas

Notice is hereby given in terms of Section 21(1) of the Municipal Systems Act, 2000 (Act 32 of 2000), read with Section 9(4) of the Mbombela by-law on Spatial Planning and Land Use Management (2019).

Part E of chapter 4 of the Spatial Planning and Land Use Management Act sets out the required content of a municipal spatial development framework (MSDF). Here it is stipulated in clause l that MSDFs must “identify the designation of areas in which – (i) more detailed local plans must be developed”.

This refers to the identification and prioritisation of more detailed local area plans of which precinct plans are such a tool. Some areas in Barberton and KaBokweni were identified in the City of Mbombela’s SDF as areas where more detailed local plans must be developed and the vision for future development be set out in a trajectory, by establishing a planning and management framework that guides development and land use change, and aims to accomplish social, economic and environmental objectives.

The City has developed the draft precinct plans for both areas on which public comment are being sought. Copies of the draft precinct plans will be open for inspection during normal office hours for 60 days from the date of publication of this notice, and will be available at the reception of the Mbombela Regional Offices in the various administrative regions. The draft precinct plans will also be available to be downloaded from the website.

Any comment/representation/objection regarding the draft precinct plans may be submitted in writing for the attention of Mr. B Ntuli (013 795 2312) and Z Mamali (013 795 9379) at the Spatial Planning Unit at the above office by hand, by registered post to PO Box 45, Mbombela, 1200, or per email to bongi.ntuli@mbombela.gov.za and zwotea.mamali@mbombela.gov.za, within 60 days from the date of publication of this notice.
