Greater Giyani Municipality on the right track with 10% improvement-MPAC

The chairperson of the Municipal Public Accounts Committee (MPAC), Erick Makondo, says the Greater Giyani Municipality (GGM) showed some signs of improvement during the second quarter of the 2023/24 financial year.

Speaking during the recent council meeting, Makondo said his committee has noted a 10% improvement from the previous quarter’s performance. “We have improved from 61% in the previous quarter to 74% in the second quarter, which is equal to a 10% improvement,” he said during the meeting.

Makondo said the municipality’s service delivery and budget implementation plan (SDBIP), which measures the overall performance of the municipality, indicates that out of the 107 targets that the MPAC has assessed, only 28 projects were not achieved. He said failing to achieve 100% of its SDBIP does not necessarily mean that the municipality did not do well, since it has achieved 79 of its 107 target projects. “Most of the project targets that were not achieved were either not complete, the budget was finished midway, or had a delayed appointment,” he explained.

Among the areas Makondo said need improvement are spatial rationality, which deals with land development issues, good governance, and public participation. “As MPAC committee, we have raised concerns about the areas with the lowest performance, such as spatial rationality, for which the municipality scored 57%, and good governance and public participation, which both scored 49%,” he said.

“In these three areas, we are recommending that the accounting officer (municipal manager) ensure that all performance targets are achieved, and where there’s poor performance, consequence management should be applied,” explained Makondo.
