Who gave out this personal information?

'Are they allowed to provide personal details of their clients to third parties without prior consent?'

CONCERNED CITIZEN of Birchleigh North writes:

I am writing this short note to inform fellow Kempton Park tax-paying citizens about something which is of serious concern to me.

On February 10, I received an SMS on my personal cellphone from an institution/group, with whom I have never before had any dealings or contact. Where did they get my cell number from, informing me that my vehicle (actual name mentioned) licence is expiring (date mentioned)?

I was also informed that, by replying “yes” or clicking on a certain website (address provided), I could avoid queues or headaches in obtaining my licence disc.

I immediately returned the SMS by requesting the sender to provide me with the details of the person(s) from whom he/she received my personal details. Needless to say, no reply to date.

Am I wrong in assuming that the information was forthcoming from our local licensing authorities, the custodians of our details who are failing miserably to send us, the tax payers, a renewal notice for this purpose?

Are they allowed to provide personal details of their clients to third parties without prior consent? If this is true, what more could be happening with our personal information?
