EMM approves management policy

The Ekurhuleni Metropolitan Municipality (EMM) has approved the draft Supply Chain Management (SCM) policy at a council meeting held on October 31.

The EMM will, on an annual basis, develop and adopt an SCM strategy which includes strategic SCM business objectives, key performance indicators, annual or multi-year targets and strategic SCM programmes.

These programmes will include initiatives and targets to support the achievements of the EMM’s targeted procurement and core objectives.

The main objective of the amended SCM policy is to enhance the SCM’s implementation in a coherent manner.

The policy attempts to achieve this through an integration and co-existence of various systems and processes.

“The inclusion of contact management and performance monitoring, as well as risk management in every stage of the SCM processes, will go a long way in ensuring value for money and quality outcomes in service delivery,” the item tabled before council reads.

This will also ensure there are no inconsistencies in expenditure and that there is bulk procurement of goods and services in an economical way that would benefit the metro.

This will be strengthened by obsolescence planning, as part of the system of disposable management. The aim of this planning is also to ensure obsolete assets are replaced in a systematic manner.
