Offenders face charges of driving under the influence of alcohol.
Four unlicensed taverns were also shut down in a festive season operation held on the same day in Kempton Park. Nine establishments were raided.
During this bylaw enforcement operation, 68 units of liquor were confiscated.
Officials from the city have urged business owners to make sure they have the correct documentation to run their businesses legally.
