Investigations underway amid ‘fraudulent’ issuing of learner’s licenses

City of Ekurhuleni launches an investigation following allegations of corruption relating to the issuing of learner’s driving licenses in the licensing department

A mother of a 17-year-old recently made headlines following her allegations of corruption relating to the issuing of learner’s driving licences.

The Germiston mom lashed out at alleged corruption and bribery related to a fraudulent process of obtaining a learner’s licence without going through the normal process.

This follows her recent visit to the Nigel and Alberton licensing departments as she wanted to get her son a licence.

“About a month ago we went to Nigel and when we walked across the street, the guy at the ID photos asked me for what he referred to as ‘chu-chu’. I didn’t know what it was. He said if we give him R1 500, my boy will pass his learner’s licence, which I didn’t give him,” she previously explained.

After her son failed the test in Nigel, they then made a booking at Alberton Licensing Department. As she waited in the car, she witnessed a transaction in front of her clearly showing a fraudulent transaction between a lady and gentleman, where the lady was reportedly given pointers.

The City of Ekurhuleni has since launched an investigation following these reports.

Zweli Dlamini, City’s spokesperson, said: “The guys that take ID photos do not work for the city. We have raised the issue of interference (to the province) by such people. A pilot system is in the pipeline, which will be rolled out to all licensing offices.”

He said this system will assist them in eliminating third parties in their processes.

Dlamini reiterated that their learner licence system is automated and questions for licences are set nationally and provincially. As a city, he said they do not play any role in that regard.
