Operation addresses concerns over the influx of homeless drug users

Multi-disciplinary operation We Care carried out in various areas around Heidelberg led to the arrest of four suspects for possession of dagga, heroin, stolen property and an assault of a police officer on March 5.

The first suspect was arrested along Loveday Street in Rensburg for possession of dagga, the second and third suspects were arrested at Shalimar Ridge Taxi Rank for possession of heroin. While the fourth suspect was arrested for assaulting a police officer in the process of being searched.

According to Heidelberg SAPS corporate communications officer Capt Thivhulawi Tshilate, the objective of the campaign emanated from a stakeholders’ meeting where their concerns and complaints of an influx of homeless people in Heidelberg town, suburbs, shopping complexes and taxi ranks were raised.

Tshilate said issues that were raised during the meeting included those of beggars.

Beggars pose a danger to themselves, motorists and other citizens, as they may be knocked down by motor vehicles, resulting in injuries and unnecessary death, he added.

“It was also discussed that some of these beggars turn into criminals during the night after getting strength from the food provided or given by good Samaritans. They break into businesses and residential areas to get items to sell for money to buy drugs.

“It was also outlined that these homeless people also commit robberies of money and cellphones,” said Tshilate.
The high-density operation also aimed at profiling and screening all homeless and street children to be able to know their identity, where they reside, their families as well as contact details.

Tshilate explained that during the screening and profiling process, 35 people were screened and profiled.

Social workers from Sanca, Heidelberg and Lesedi Local Municipality assisted with interviews to detect challenges that compelled the beggars to be on the streets and use substances, he added.

“The operation was fruitful because some of them have homes and families where social workers will visit to engage with them for the reunion.

“Some of them volunteered and begged to be placed under a rehabilitation programme through Sanca,” said Tshilate.

On March 8, an agreement was reached with volunteers for rehabilitation to report at Sanca offices to start the process of intervention and preparations for placements in the rehabilitation centres. Those found without families will be placed at Lesedi Community Centre, while waiting for proper and adequate placement in a decent place.

The Heidelberg CPF chairperson, Flip Minnaar, was pleased with the exercises of applying humanity to the needy. He assured the police that CPF is available to offer assistance at all times.

The Heidelberg SAPS station commander, Col Phiwe Ndwandwe, congratulated the good working partnership between the community through CPF, private security companies, Lesedi Local Municipality health and social workers, sector commanders, crime forums, Sanca, Lesedi traffic, communications officers and social crime-prevention coordinators.

The arrested suspects will appear in the Heidelberg Magistrate’s Court soon.
