Council tables report on the Special Investigations Unit

The Council Report will now be sent to the Presidency.

The Ekurhuleni Metropolitan Council tabled the report on the Special Investigations Unit’s (SIU) investigation on Thursday, last week.

The purpose of the report was to inform council of the receipt of the SIU report by the City of Ekurhuleni on October 19, 2018, and actions taken to date to deal with the SIU findings.

Former president Jacob Zuma directed the SIU by way of Proclamation R63, 2010 to investigate certain allegations relating to procurement irregularities and maladministration regarding financial affairs of the municipality.

The SIU report on the matter of the 2010 general manager stated that they are in the process of compiling evidence for disciplinary proceedings to be instituted against the chief operating officer.

The city has not received this evidence to date.

Council had a discussion on whether or not the chief operating officer had misled council on the reasons for the unjustified deviation, and opposition parties were of the opinion that he had misled council on said reasons; however, the report indicates that proper council processes were followed.

The SIU investigation further absolved the head of department of waste management of wrongdoing.

The investigation revealed that a relationship between the head of department of waste management and the four employees in question could not be established.

Information obtained from the municipality’s human resources department indicated that the four employees were employed in a proper manner.

The Ekurhuleni Metropolitan Council deliberated on the report and resolved on adopting the document.

The Council Report will now be sent to the Presidency.

Due process of council will be followed and all other matters will be referred to National Treasury.
