Council approves top and macro structures

The ANC Caucus in Ekurhuleni is pleased now that the rationalisation of the municipal top and macro structure has been approved.

The new structure was adopted at the extraordinary council meeting held in Germiston Chambers on August 24.

The ANC Caucus is encouraged by the endeavour to position the City of Ekurhuleni as a responsive municipality. The structure reflects that institutionally, the City will be better able to accelerate service delivery to the people.

The city is proposing to reduce the number of heads of departments and divisional heads from 186 to 110.

According to ANC chief whip of council Clr Jongizizwe Dlabathi, the initiative will result in the municipality saving an approximate R146.6 million.

“The money saved will be directed to structures that deal directly with service delivery.

“The Caucus believes this is a true reflection of a conscious, service delivery driven municipality,” said Dlabathi.

Dlabathi said the council welcomed the proposed structure.

“There is rationale behind the reasons and – most importantly – it meets all the legislative requirements. Furthermore, it aims to review the structure we have so that we are able to deliver services to our people,” he said.

The city will ensure it has a capable municipality that is looking to avoid duplication in terms of responsibilities and cost cutting.

“We need to ensure that we operate with a structure that will enable the institution to accelerate service delivery,” Dlabathi told Kathorus MAIL. Legislation dictates that the new administration elected into office must rationalise its structure within the first 12 months, after the inception of the new administration.

“After rigorous engagements with oversight committees, the council has now approved the first phase of the review. Some of the principles, which informed the rational for this exercise, were that there were unclear roles that created duplication and there were long turnaround times to service delivery related matters.

“Therefore, the ANC Caucus in the City of Ekurhuleni commends Council for continuously ensuring that the commitment to serve the people of Ekurhuleni remains a standing commitment,” stated Dlabathi.
