Unpaid bills blamed for no licence renewal forms

MANNY de Freitas, DA member of parliament and shadow Minister of Transport, asked the Minister of Transport, Dipuo Peters, in parliament why had vehicle license renewal reminders not been sent to motorists on time.

The minister said, “The delay was due to non-payment of Post Office outstanding fees, which have now been settled.”

He also asked the minister what is being done to ensure that reminders are delivered timeously in the future.

The minister said the facility had been activated at the Post Office and that there will be no further delays with regards to this service, which will be a relief for many residents who had complained about not receiving licence renewal forms via post last year.

Kwanele Ncwalane, KZN Department of Transport’s communications officer, told the Highway Mail last year that it is important to highlight that the onus rests with the owner of a motor vehicle to ensure that the vehicle is licensed timeously, even in the event of the licence renewal notice not being received.

“In the event of not receiving a pre-printed licence renewal, it must be pointed out that the responsibility of generating and distributing licence reminders as a courtesy throughout the country is a function of the Road Traffic Management Corporation (RTMC) and not the KZN Department of Transport, which has no control over the printing and distribution of licence renewals,” said Ncwalane.

But that was not all that motorists had to deal with – rules regarding registering vehicles, renewing licence discs and drivers’ licences also changed last year.

Regulation 32A of the National Road Traffic Regulations commenced on November 1, 2015, meaning that anyone who wishes to transact with a licensing authority and the NaTIS System will be compelled to provide proof of their address.

Regulation 25(7) has also been amended to authorise the refusal of the issuing of a licence disc if a person has not provided proof of their physical and postal address by the insertion of Regulation 25(7)(i).
