What the Westville, M13 upgrades mean for you

Construction is expected to take about 20 months.

CONSTRUCTION to upgrade and expand the M13 and Essex Terrace interchange in Ward 30 in Westville will begin in October this year and the eThekwini Transport Authority department is calling for comment from residents.

A community meeting to explain and outline the construction plans was held on Tuesday, 16 October at the Truro Hall, Meerut Road in Westville.

According to the eThekwini Transport Authority, traffic on this interchange has increased significantly due to new developments (residential, office and shopping) that have taken place and more developments are in the pipeling.

To support a more fluid and efficient traffic flow through this area, the bridge on the M13 over Lincoln Terrace will be extended on both east and west- bound carriageways.

The on and off-ramps will also be upgraded, extended and realigned to accommodate current and expected increase in traffic.

Devon Terrace, Lincoln Terrace, Latina Place, and Essex Terrace will also be realigned and form part of this construction contract.

Traffic accommodation plans will be in place to minimise the inconvenience to those using the roads in the area, and some detours are expected.

“We ask that people who live, work and visit this area be mindful of the construction for their own safety and the safety of those working on the roads,” said Thami Manyathi, head of the eThekwini Transport Authority.

“We ask for people’s patience, and understanding as we strive to improve our road infrastructure.”

The ETA advises commuter/ drivers using these routes to start their journeys earlier, and to look at alternate routes.

Notifications of deviations will be posted on the GO!Durban and eThekwini Municipality Twitter and Facebook accounts.

Take note

Phase one: (17 October 2018 to 3 June 2019)

The Eastern off-ramp will be closed to traffic. Access to University Drive via the M13 will be diverted to the Rockdale off-ramp and via Devon Terrace.

Minor construction on the left lane of University Drive towards Westville University. Lanes may be reduced in some instances.

Construction of two additional outer lanes on university drive –traffic remains on existing lanes (minimal impact)

Construction of the M13 Bridge/ Eastbound Carriageway – Traffic will be diverted onto the westbound lanes.

 

Phase two: (4 June 2019 to 15 April 2020)

Devon Terrace will be partially closed, as well as the existing lanes on University Drive. Traffic will be diverted to the eastern off-ramp if exiting from the M13.

New outer lanes on University Rd. that were constructed in phase 1 will be used to access University Drive.

Construction of the M13 Bridge/ Westbound Carriageway – Traffic will be diverted onto the eastbound lanes.

Construction of the M13 Western on-ramp. Traffic will be diverted via Essex terrace for access to the M13.

 

Phase three: (02 August 2019 – 12 November 2019)

Construction along Lincoln Terrace, University Drive and Latina Place. Traffic will be diverted onto the westbound lanes.

Construction on the M13 western off-ramp to the Interchange. One lane will be open to traffic. Expect Delays.

A portion of Essex Terrace closed to traffic. Traffic will be diverted via the western on-ramp to the M13.

 

Stage 4 (1): (13 November 2019 – 25 May 2020)

Construction along Lincoln Terrace in westbound lane.

Entrance and exit to the mall will be via the eastbound lane. Limited lanes available to traffic in both directions.

Motorists travelling from University Drive and Westwood Mall towards Durban via the M13 will be diverted to Essex Terrace, where they can rejoin the M13 via the Rockdale Avenue on-ramp.

Construction of additional 5 lanes of the underpass.

 

Stage 4 (2): (13 November 2019 – 25 May 2020)

Construction along Lincoln Terrace in westbound lane.

Entrance and exit to the mall will be via the eastbound lane.

Limited lanes available to traffic in both directions.

Motorists travelling from University Drive and Westwood Mall towards Durban via the M13 will be diverted to Essex Terrace, where they can rejoin the M13 via the Rockdale Avenue on-ramp.

Construction on the existing lanes of the underpass (4 lanes).

Traffic will be diverted to the new lanes (additional 5).
