Do you qualify for free municipal services or indigent support?

Residents who are not able to pay their municipal account can register for the municipality's indigent support programme.

The Lesedi Local Municipality (LLM) Indigent Policy is intended to guide the national initiative to improve the lives of indigents and to improve access to Free Basic services.

To qualify as an indigent, a household/account holder must comply with all the following criteria as per the municipality’s Indigent and Social Support Policy: the total household income may not exceed R3 720 per household per month; the municipal account holder must be a permanent resident of Lesedi, the occupants of the household must be South African citizens, the applicant may not be the registered owner of more than one property, the property may only be used for residential purposes, the applicant may not necessarily be the owner of the property but could also be the occupier, or a child-headed family,

* Qualifying poor households will receive the following rebates or benefit support per month: basic water, basic sewerage, refuse removal, free 6kl water and 50 50kWh electricity

The following is required: a written proof of child-headed family or letter of authority from a social worker and/or traditional leader and ward councillor where the property is situated; proof of a medical condition when requiring additional water and electricity; bank statement for the past three months of the applicant and spouse where applicable; any other proof or confirmation/evidencing the qualification as indigent; sworn affidavits that gross household income is less than the threshold set by council and that the information supplied is true and all income is declared; should the account holder be unable to apply in person, due to medical reasons, his/her application may be certified by a commissioner of oaths, or a community worker.

* How to apply:
The customer may apply in person at the following customer care offices: corner of HF Verwoerd and Louw Street, Heidelberg; or 2842 Heidelberg Road and Makoe Street, Ratanda, or 217 Impumelelo Street, Impumelelo or 116 Melmon Street, Endicott, Vischkuil. Bring proof of the account holder’s identity, proof of income (letter from employer, salary slip/envelope, pension card, unemployment insurance fund (UIF) card) is also required.

* Can I be terminated from Indigent Support?
Yes, any person who provides false information will be disqualified and be refused further participation in the subsidy scheme. In addition, you will be held liable for the immediate re-payment of any subsidies already granted and legal action, civil or criminal may be instituted against you. Also, after the sale of a property and once the status of the household changes (when the gross income exceeds the threshold of R3 270), will you be terminated.
Once approved, you will be considered an indigent for a period of 12 months, whereafter you will need to register again.

Pensioner support/rebate

The process of applying for a rebate varies, check out each section carefully and follow the steps outlined. Some rebates are awarded automatically while you will have to apply for others.

Registered property owners who are pensioners (60 years or older), disabled persons or medically unfit persons may apply for a reduction of rates, subject to certain criteria. Rebate application forms are available from LLM’s customer service centre.

Pensioners whose gross monthly earnings are less than R4923 a month qualifies for 100% rebate, while those who earn between R4 924 and R7 031 will receive an 80% rebate. Pensioners who earn between R7 032 and R7 734 will receive a 60% rebate, those who earn between R7 735 and R8 439 a 40% rebate and those who earn between R8 440 and R10 190 will receive a 20% rebate (subject to criteria).

* Documents required: certified copy of ID, proof of income and if the applicant owns other properties for which a market related rental is obtained, the rental will form part of the gross monthly income.
