Tender process makes Gauteng history

Public invited to view adjudication of Cedar Road tender.

The Gauteng Provincial Government will, on Wednesday, open the adjudication of the Cedar Road tender to the public, in an effort to improve transparency in the awarding of contracts.

Gauteng Finance MEC Barbara Creecy and Roads and Transport MEC Ismail Vadi will observe the adjudication from the public gallery.

This will be the first time that the adjudication of a tender is conducted in public in Gauteng.

Creecy launched the “open tender process” in November 2014, piloting new steps to improve transparency of the process, in line with supply chain management provisions of the Public Finance Management Act (PFMA).

Twelve companies entered bids for the tender to upgrade Cedar Road in the City of Johannesburg.

The tender, issued by the Department of Transport, closed at 11am on January 20.

The tender box was immediately opened in public, the bids registered and imprinted and the prices, which range between R70-million and R100-million, were announced.

After the opening of the boxes, the Department of Transport’s Bid Evaluation Committee, advised by the Provincial Treasury, conducted an initial screening of the bids, followed by an evaluation of functionality and experience to deliver, and drew up a shortlist to be considered by the Bid Adjudication Committee.

An independent probity team audited the whole process, from the closing of the tender and the evaluation process to the drawing up of the shortlist.

This report will be among the documents that will be forwarded to the Bid Adjudication Committee for deliberation and approval.

The committee is sitting at 8am on April 1, in the Ekurhuleni Council Chambers, in the Germiston Civic Centre, corner of Cross and President streets, in the Germiston CBD.

The evaluation of the banking tender is ongoing and will follow the same process as the Cedar Road one.

Lessons learnt from both these tenders will be used to develop a provincial policy on transparency in the adjudication of tenders.
