Beggar could be killed

I am writing to complain about the lady that begs at the intersection of Cedar Road and Fourways Boulevard and to find out how to report her to the necessary authorities?

There are beggars at every intersection, but what bothers me about this lady is that she often sits or lies down begging in the middle of the road.

I worry, not only for her safety, but for the safety of the motorist who could possibly hit her. By simply changing lanes when approaching the intersection, a motorist could hit her as she is not visible until you are right next to her as she is seated in the middle of the road.

Not only may she be killed, but the motorist who hits her would have to deal with the consequences of killing a person when it is not their fault.
