Allegations of corruption spur GPL speaker to establish corruption probe

JOBURG – Following accusations of corruption, nepotism and malpractice in the Gauteng Provincial Legislature (GPL), speaker Lentheng Mekgwe, has established an independent reference group to investigate the claims.

 

Mekgwe announced this at a follow-up media briefing on the allegations that were contained in a letter received by the speaker from an anonymous group of GPL employees.

The letter, which is also in possession of this paper stated, “We fear that if these irregularities are not addressed urgently and the culprits not brought to book, this may result in the institution being placed under administration by the national government.”

It went on to read that if the GPL was placed under administration it would be a huge embarrassment, not only for the institution but for every political party represented in it.

Among the allegations highlighted in the letter was the improper appointment of two administrative positions in the legislature which did not follow due process. It was alleged that the positions were not advertised and there was no interview process.

The disgruntled employees were also concerned that contracts of senior managers were renewed regardless of their individual performance. “This impacts negatively on the morale of the staff component and places no urgency on these managers to perform,” stated the letter.

Mekgwe said she and the executive authority of the legislature took these allegations very seriously, and intended to deal with them decisively in keeping with good governance principles and in pursuance of their vision.

“It will give GPL an opportunity to establish whether the allegations are founded or unfounded, and institute the necessary corrective measures if [the allegations] are proven in the affirmative,” said Mekgwe.

She said the reference group would comprise professional and independent persons such as Mike Seloane, public service commissioner; Ralph Mgijima, GPL integrity commissioner; Godfrey Tsotetsi, chairperson of the Oversight Committee of the premier and legislature; and John Davis, chairperson of the GPL Audit and Risk Committee.

The group will be supported by audit firm, Ernst and Young.
