Trailer advertisers have to adhere to strict by-laws

Trailer advertising is commonplace in suburbs across Boksburg, yet some of these display what could be deemed as illicit content as advertising for adult shops or “gentlemen’s clubs”, for example.

As content on advertising trailers is in full view and, therefore, visible to children, the Advertiser sought advice on the Ekurhuleni by-laws governing these advertising trailers.

According to Ward 23 councillor André du Plessis, advertising trailers were accepted as legal advertising through a recently-approved council resolution.

This municipal resolution, which came into effect on May 17 last year, regulates outdoor advertising in, on or visible from any public place within the metro.

With regards to trailer advertising, the by-laws stipulate that the content is subject to approval by the municipality.

Furthermore:

• These advertising signs can only be a maximum of 18m² (single-sided) or 36m² (double-sided), and a maximum height of 3.5m.

• Can only be positioned in all urban road reserves under the jurisdiction of the municipality, excluding all freeways, provincial and national roads.

• Cannot be placed on a road median, road island or traffic island.

• Cannot in any way interfere with the sight distances of motorists.

• Cannot obstruct pedestrian movement.

• Must be at least 50m from the centre of the intersection.

• Must not be less than 250m apart.

• May not be illuminated or animated.

• Must at all times display the disc issued by the municipality.

• Cannot be displayed unless the prescribed licence tariff has been paid to the municipality.

• May not be displayed for more than six months.

According to du Plessis, residents with concerns or complaints about inappropriate trailer advertising should log a complaint with the metro’s call centre or contact the officials from the outdoor advertising department:

“Furthermore, residents can lodge a complaint with the Advertising Standards Authority,” said du Plessis.
