The foetus, which was found in a green plastic bucket, is estimated to be five months old.
The container toilet is located in a yard along Wit Deep Road, and is shared by several families.
The man made the gruesome discovery while visiting the toilet on Monday, August 25.
“As I was about to sit down, I spotted blood stains on the seat,” says the man, who does not want to be named.
“I became suspicious and, upon investigating, saw something like meat inside the bucket of the toilet.”
The man says he sprinted out of the toilet and reported the strange ”thing” inside the bucket to one of the elders in the yard, a woman, who, upon investigating, found the tiny body between pieces of paper.
Police spokesman Sgt Mashudu Phathela, said an investigation has been launched.
“If the mother is identified, the suspect will be arrested immediately and will face a charge of concealment of birth,” says Phathela.
Jerusalem residents at the scene said they were shocked and angered at the discovery.
“This is a disgrace to us, women,” said Flora Msapa.
”Why did she fall pregnant when there are so many options of preventing pregnancy?
”Clinics provide family planning methods, including condoms; sometimes, we women are careless.”
Another resident said it was likely that the woman concerned went to a back street abortion clinic to terminate the pregnancy. – @FanieBoksburg
