Bulk water issues delay housing project

According to metro the future phase in this development, will be subject to funding approval on completion of the bulk water network.

The metro has responded to the grievances raised by Delmore residents about the incompletion of the Balmoral Extension Four housing project.

The housing development, which had been left idle with no show of houses – only toilets – for about six years, caused frustration for residents of Delmore who said their dream of moving into their new homes looks bleak.

According to the metro spokesperson, Zweli Dlamini, the bulk water network and link services that had to be constructed through the existing settlement and associated movements had affected the progress of the construction.

“The project entailed the upgrading of an informal settlement of which substantial movement of residents and structures needed to be undertaken. This slowed down the construction processes.
“Presently, capacity issues in the bulk water network is affecting the completion and handover of serviced stands, however, an upgrade in the water network has commenced.”

Dlamini said the construction of the houses, which is a future phase in this development, will be subject to funding approval on completion of the bulk water network upgrades that will be supplying the development with water.

“Presently, the site is under control of the contractor who has been completing the internal services and toilet structures for handover to the approved end-beneficiaries of the community.
“The first phase of this development, which will be concluded in 2021/22 financial year, will see about 259 stands handed over to the approved end-beneficiaries.”

The metro spokesperson shared that the further services phases, as well as a combination of RDP walk-up units and semi-detached houses, are planned to be developed as a follow-up phase to the present services, subject to the requisite funding approvals.
