Durban Solid Waste services suspended

According to Ward 33 Councillor, Sakhile Mngadi, any rubbish left out will constitute illegal dumping and you will be prosecuted.

WARD 33 Councillor, Sakhile Mngadi has released a statement alerting local residents that Durban Solid Waste (DSW) services have been suspended until further notice.

“No refuse is to be left on the streets. There is a storm predicted to begin on Friday morning and rubbish left will flow into the drains and cause localized flooding,” said Mngadi.

He added that if you reside in Ward 33, be aware that any rubbish left out will constitute illegal dumping and you will be prosecuted.

“Please comply and assist in this regard. No dumps and garden sites are open either,” said Mngadi.

The will hopefully alleviate some of the illegal dumping accumulating on the roads of Glenwood.

According to the municipality residents must abide by the municipal by-laws regarding waste removal.

Municipal by-laws regarding waste removal:

No person may within a public place, deposit, dump or discard any waste or litter in a manner that detracts from the cleanliness of such public place or which causes a nuisance; and anywhere other than in a receptacle provided by the Municipality for that purpose. Waste means any substance, whether or not that substance can be reduced, re-used, recycled and recovered that is surplus, unwanted, rejected, discarded, abandoned or disposed of; which the generator has no further use of for the purposes of production; that must be treated or disposed of; or that is identified as a waste by the Minister by notice in the Gazette.

Waste collection day:

A waste generator must, before 06:30 on waste collection day for the area within which his or her premises fall, ensure that all waste containers and disposable plastic refuse bags containing domestic waste or business waste are placed: immediately outside the boundary of the premises, on the nearest street boundary; or in such other place as may be determined by the municipality. The waste generator must ensure that the waste containers are properly closed and that they do not cause any obstruction to pedestrian or vehicular traffic.

Building Waste:

The municipality is not obliged to collect and remove building waste. Each waste generator who generates building waste must: remove, or cause to be removed, such waste and dispose of it at a waste disposal site. It is an offence for any person to deposit building waste at any place other than a waste disposal site.

Dumping: whistle blowing:

The municipality may establish mechanisms to assist members of the public to report instances of dumping in contravention of this by-law.

Dumping: naming and shaming:

The municipality may publish the name of any person convicted of dumping in contravention of this by-law, along with details of that person’s offence.
