City of Durban refutes allegations of improper hiring procedures

ETHEKWINI Municipality has refuted allegations made in the media by the DA that the City has excluded members of the community from employment opportunities in the Cleansing and Solid Waste Department.

According to the municipality, the allegations also include that City Manager Sipho Nzuza has violated the Prevention and Combating of Corrupt Activities Act by filling the positions with ‘comrades’.

It is alleged that a meeting was held by the City Manager and councillors, where councillors directed how the hiring process should be handled and that the ruling party sought to deliberately exclude members of the community from employment opportunities, by directly interfering with the recruitment process.

EThekwini Municipality’s Acting Head of Communications Mandla Nsele said all the allegations are false and part of a political ploy to bring the City Manager into disrepute.

“The City can confirm that it did take the decision to stop outsourcing waste removal functions in uMlazi following the disruption of service in the area. It was then decided that 300 positions would be created in order to meet the refuse collection demands in the area. We can also confirm that the City Manager did call a meeting with councillors, and the City’s Human Resources Department officials were present to explain the City’s strict, open and fair recruitment process. At no stage during the meeting, did councillors ask or were tasked to handle the recruitment process,” he said.

Nsele also confirmed that no recruitment process has taken place as funding for the positions was only received two days prior.

He said the advertisement for the positions will be advertised in due course.

“The Municipality follows a fair and transparent recruitment process. Our employment policies and practices are committed to developing a multi-cultural and diverse workforce that is non-racist, non-sexist, and non-discriminatory. In accordance with our employment policy we ensure that eThekwini’s work-force is employed based on merit, high skills levels and high work ethic in order to provide the public with the best service possible,” said Nsele.

He said eThekwini Municipality has a vacancy task team within the Human Resources Unit, and this team monitors the filling of vacant posts across all city units and ensures that all vacant positions are filled by appointing candidates that meet the stipulated requirements.
