Delay in repairs to pothole shows poor disaster planning

Councillor Pappas said the October storm has exposed poor disaster planning and budgeting from the City and many areas have suffered infrastructure failure that have not been repaired.

A LARGE pothole at the intersection of St Thomas and Currie Roads should be fixed by the end of February, says ward councillor Chris Pappas.

Pappas said concerns raised by the community alerted the city to the exposed hole which was caused by an underground water leak. He said when plumbers excavated the hole to effect the repairs, the TLB damaged a sewage pipe.

“Delays to repairing the sewage pipe were caused by the complexity of the underground infrastructure. Multiple pipes and cables made the repair more complicated. Repairs to underground infrastructure have however been completed,” said Pappas.

Pappas said the municipality was looking for R500 million to repair damages caused by the storm that lashed Durban on 10 October. Much of the reapir work is for roads and stormwater infrastructure.

“The province was declared a disaster area but no funding was made available for eThekwini. Funding from the provincial government was channeled to rural areas despite eThekwini being the biggest contributor to the GDP and having the biggest population,” said Pappas.

He said filling the hole will take place when the city can afford it and when resources become available.

“What this will mean is that the city will have to take funds away from critical maintenance budgets as well as cancel capital projects. Most of the funds will come from planned roads and sidewalk resurfacing projects,” he said.
