Another blow for college trying to keep its doors open

The Department found the college to be contravening certain regulations in accordance with the Higher Education Act.

PRIVATE college, Oval International Computer Education’s hopes to keep its doors open for the 2018 academic year, suffered another blow on Tuesday, after Minister of the Department of Higher Education and Training (DHET) Professor Hlengiwe Mkhize, signed an order to uphold an appeal lodged with her office.

The appeal was lodged by the management of the college on 10 February 2017 soon after the college’s operating licence as a private higher education institution was cancelled by DHET earlier this year.

The cancellation came after the Department found the college to be in contravention of certain regulations in accordance with the Higher Education Act (Act No. 101 of 1997). These include allegations to provide false, fraudulent, misleading information, as well as failure to comply with the condition of registration and requirements of the National Learner’s Records Database. The 28-year-old institute has colleges in Durban, Pietermaritzburg, Cape Town and Johannesburg with around 1 000 students enrolled in programmes such as Bachelors of Commerce and Information Technology.

As part of the conditions to uphold the appeal, the Minister has requested the Council on Higher Education (CHE) – which is responsible for the accreditation of higher education – to advise SAQA on the college’s NQF levels and the number of credits per accredited programme. Furthermore, the Minister has requested the Registrar to monitor the uploading of learner achievement records onto the Higher Education Quality Committee Information Systems for all students enrolled at the college as a legislative requirement.
