City calls for public comment on amended informal traders by-law

The public is invited to comment on the eThekwini amended informal traders by-law.

ETHEKWINI Municipality has reviewed and amended its by-law pertaining to informal traders and is inviting the public to comment or give input on the matter before 4pm on Wednesday, 31 January 2018.

The by-law addresses issues of non-compliance by informal traders and law enforcement, with the aim to create a good working relationship and an enabling working environment for informal traders, city authorities as well as other relevant stakeholders. This process aims to enable traders to establish themselves in order to fully participate in transforming and growing the economy of the city.

The amended Informal Traders By-law outlines detailed information on how informal traders should conduct their businesses in line with informal trade regulation. It also gives the City the authority to prosecute traders who violate the by-laws.

EThekwini Mayor Zandile Gumede said the informal sector remained an important pillar in addressing the unemployment crisis and was a relevant vehicle to drive economic growth.

“The establishment of the Informal Trading By-law intends to inform traders and relevant stakeholders about the trading rules and procedures to ensure compliance of the by-law so that trading is conducted in an organised and legalised manner,” said Gumede

She said the amended by-law focuses on informal trading regulations and how informal traders need to be involved when making decisions affecting them.

As part of the engagement process, the municipality has planned a series of consultative meetings which will take place in all regions of eThekwini. These meetings will provide informal traders and affected parties a chance to comment and make inputs to the proposed amended by-law.

Once the inputs and comments from the traders and relevant stakeholders have been made, the draft will then be presented to the Council for adoption. Thereafter it is gazetted and promulgated.

Gumede encouraged all relevant stakeholders to make use of the opportunity give their inputs and comment on the amended by-law.
