Screeching birds — gross inconsideration

For the past year or more, my wife and I have been subjected to daily sessions of screeching from two beautiful macaws (or similar species), which can last from 45 minutes to a couple of hours, from the inconsiderate person who lives across the street from us.
I am not against people having such pets, but I think it totally unacceptable that they allow them to disturb the peace daily, to the point that it is uncomfortable to sit in your own garden.
I cannot accept that they do not know of this problem, they have even built a cage for the birds as far from their house as possible, right next to their front gate.
If it annoys the living daylights out of me then I am sure it affects others in the same manner.
Is there a by-law in Benoni which forbids such intrusion on people’s peace and quiet?
Does anyone know who I can complain to?
It is not the poor birds’ fault but they must be lacking some sort of attention to be so vocal.
