Unfair treatment

I don’t have lawn in my property, only two verges on the outside which I mow.

I have five trees on the verge which lose leaves in winter.

At present I am raking up seven bags a week and in July/August it climbs to over 20 bags a week until the end of September.

I can only get four bags into a wheelie bin which includes two bags from the household refuse.

The municipality has told me that it is my duty to cut the grass (which I do) and that any bags over and above those in the wheelie bin I will have to pay extra to have removed.

I feel this is unfair and the municipality should remove my bags at their expense.

Both my wife and myself are pensioners in our 70s and cannot afford to pay for the leaf removal.
