I am concerned about people who kneel in the middle of the road at busy intersections, particularly at night where they are not visible at all.

A particularly bad example is the person who occupies the extremely busy intersection of O’Reilly Merry Street and 14th Avenue, Northmead. My concern is the implications that await a motorist who knocks one of the people down.
Clarification from the traffic department on this matter would be greatly appreciated.
