DA brings motion to council on non-performance of HOD

“We cannot allow our residents to continue to suffer the lack of basic service delivery while HODs under perform.”

As a victory for the Democratic Alliance (DA), the urgent matter regarding the performance of Faith Mabindisa was referred back to the oversight committee to evaluate her through the proper assessment channels.

This comes after the DA in Ekurhuleni called for the suspension of Mabindisa, who is the head of the Department for Environmental Resource and Waste Management service, pending an investigation into her non-performance.

DA Shadow MMC for Environment and Waste Management Services in Ekurhuleni Andre du Plessis said at a council meeting held on February 27, the DA tabled a motion requesting an urgent debate in proposing that Council institutes a full investigation into the alleged misconduct and alleged mismanagement by Mabindisa and that a full report be submitted to Council on the findings.

“We further requested that Council suspends Mabindisa until the investigation is completed and the findings plus recommendations are reported to the council.

“Although the Member of the Mayoral Committee for the Department of Environmental Resource and Waste Management, councillor Khosi Mabaso rejected the motion in council, the chief whip of Council, Jongizizwe Dlabathi, and the speaker of Council, Patricia Kumalo, realised that there are merits to the motion and that certain supply chain management issues need to be resolved.”

Du Plessis added that Mabindisa was also given a time allocation, until the end of April 2020 to come up with a turnaround plan and strategy to improve the collapsed state of her department.

“The issues on non-functionality of the depots for waste removal and grass-cutting will have to be unbundled to ascertain exactly where the problems originate from.

“As the DA, we have vowed to leave no stone unturned in ensuring that Mabindisa either shapes up or undergoes the necessary disciplinary action,” he said
