Cold front: SPCA warns lack of shelter is a criminal offence

As the cold front approached us today, the Benoni SPCA reminds the public to take into account that, according to the Animal Protection Act, all animals have to have a form of shelter, especially during inclement weather.

The Animals Protection Act (No. 71 of 1962) states that it is the responsibility of any person in possession of an animal to ensure that the animal has the mandatory shelter required from inclement weather and/or other hazards which could be injurious or otherwise cause the unnecessary suffering to an animal.

Should any person be found to contravene the provisions of the Act, 12 months’ imprisonment without the option of a fine could apply if found guilty by a court.

The cold front is expected to hit Gauteng by tonight.

The South African Weather Service is expecting conditions to bring frost, snow and rain across the country with temperatures dropping to below zero.

Temperatures in Benoni are expected to drop to between minus one and minus five degrees, peaking at a maximum of 15 degrees on Thursday and rain over the weekend with temperatures at a maximum of 14 degrees.

Inspector Shiven Bodasing, of the Benoni SPCA, said staff are prepared for the cold front.

“Our staff have prepared for the harsh weather warnings and have provided thick blankets and jerseys for all the dogs,” he said.

“We have also ensured that they are sheltered from the wind chill and all puppies will be kept indoors with heating.”

Bodasing requested that any person who is concerned about the welfare of an animal should notify the Benoni SPCA so that the issue may be dealt with immediately.

“Animal cruelty is a serious crime and is treated as such by the Benoni SPCA,” he said.

“We strive to educate where possible and enforce where necessary.”
