The baby was found next to a church on Gideon Nkomo Street.
According to Etwatwa SAPS spokesperson Capt Ramothakhi Maqabe the baby was found by a resident who was passing by.
“The man stumbled upon the packet and saw the baby,” said Maqabe.
“He then went to the church and told the pastor, who contacted the police.”
Maqabe added that it is not yet known how long the body of the baby had been there and nobody has been arrested in connection with the crime.
Police are appealing to anyone with information to come forward.
