The 14 bodies were found in two separate incidents: six bodies were found on March 5 and eight on March 6.
The victims are believed to have been killed elsewhere before they were dumped.
Acting national police commissioner Lieut-Gen Khomotso Phahlane revealed that the four men – all of whom are Lesotho nationals – have been arrested.
“Three of those who were arrested were caught in Lesotho while one was caught in South Africa,” said Phahlane.
“We are at this stage in talks with Interpol to expedite the extradition processes.”
He added that the unlicensed firearms that were found in the suspects’ possession are being subjected to forensic analysis.
Phahlane called on anyone with information to come forward and assist the police in bringing all perpetrators of the crimes to book.
