The incident happened in Phillips Road, Westwood, on the border between Boksburg and Benoni, around 11.30am
The two women were walking their dogs when a silver Opel Corsa Lite drove past.
The car soon returned and the driver, an older man, exposed his private parts to the two.
He drove away, but returned and exposed himself again.
This time, the women took down the registration number and ran into Westwood Village.
The EMPD ran the numbers through the system but the result was negative, indicating that they were either false number plates or the numbers were written down incorrectly.
“The car has been linked to several similar incidents in the area over the past few weeks and one incident in Rynfield,” said Clive Patterson, of the Benoni CPF, Sector Two.
