EMPD spokesperson Chief Supt Wilfred Kgasago said the suspects charged R1 500 to cut sites for buyers in Msholozi informal settlement, near Apex.
They were arrested on June 25.
“These unscrupulous persons have been encouraging the illegal grabbing of land that belongs to the Public Works Department – land which is under the custodianship of Ekurhuleni Municipality,” said Kgasago.
“The land is not even suitable for human habitation, as it is close to disused mine dumps.”
The suspects face charges of illegal selling of land that does not belong to them.
