In comments recently received by the City Times Themba Gadebe, the metro spokesperson, said the city had contracted a company to update information on the scope of work needed at the eight buildings, which include Andries Scribante, Markville, Karachi Court, Delhi Court, Deneys Conradie Residentia, Silverkroon, Roxanne Mansions and Pauline Davis Court.

“Bills of Quantities (BOQs) will also be drafted for each property. Once the report is finalised, the item will go to the Bid Specification Committee for noting and approval to seek quotations from Enterprise Project Management Office (EPMO) contractors,” Gadebe said.
“In essence we are trying to procure contractors on the existing EPMO contract.
“If all goes according to plan, we might start with construction in the third week of August 2017.”
The lifts at Karachi Court and Delhi Court, in Actonville, have been out of operation for the past 15 years – at least.
The lifts at Pauline Davis Court last worked in October 2015, while those at Deneys Conradie Residentia broke down again in March.
The mostly elderly residents in these residential buildings struggle to get up and down the flights of stairs and many are stuck on their floor because they can’t use the stairs.
Gadebe said not all the city’s flats could be tackled as the budget was limited.
“The flats indicated above have the most pressing needs and have thus been programmed for the 2017/2018 financial year,” the spokesperson added.
He also said R 10 249 791 has been set aside for the installation of lifts in council-owned properties.
The comment specified how much money would be allocated to each building.
• Karachi Court, in Actonville, will receive two lifts at a cost of R1 948 731
• Delhi Court, in Actonville, will receive two lifts at a cost of R1 476 176
• Deneys Conradie Residentia, in Western Extension, will receive two lifts at a cost of R1 387 379
• Pauline Davis Court, in the CBD, will receive two lifts at a cost of R1 527 919.
Gadebe said the amounts above, however, may vary once the reports about the buildings are finalised.
Mary Goby who approached the South African Human Rights Commission about the lifts at council-owned flats earlier this year, said the human rights of the elderly residents in the flats were being violated by the city.
On July 31, the regulatory body was still in the process of assessing the situation.
