Wheelie bin woes

My husband and I do not work, as we are both ill.

I recently sat in the lounge and heard dogs barking.

When I looked out the window, there was a man going through our wheelie bin.

We understand that they are trying to do good, but what he ended up doing was to empty the contents of the bag into the wheelie bin and take off with what he needed.

We were too slow to catch him.

This is totally unacceptable.

We can hardly bend and nearly had to climb into the wheelie bin to clean it out.

Is there any way that this can be stopped?

The garbage does not get collected at a set time, so we never know when to put it out – otherwise we would wait for collection time.
