Metro gives contradictory comment regarding wheelie bin theft

Benonians have asked the City Times to clarify issues regarding the wheelie bin roll-out in Benoni.

These questions were put to Ekurhuleni Metropolitan Municipality (EMM) spokesperson Themba Gadebe:

BCT: Will light garden refuse be collected in the wheelie bins?
TG: Garden refuse was allowed to be placed in black refuse bags. Garden refuse can be placed in the wheelie bins.

BCT: Are residents allowed to mark the bins with their address?
TG: Bins can be marked as long as the visibility of the serial number and the Ekurhuleni name is not blocked.

BCT: I am moving. May I take my bin with me to my new house?
TG: No, the bin is the property of the EMM.

BCT: Where can I collect my bin?
TG: At 4 Golden Drive, Morehill. It can be collected from Monday to Friday between 7am and 3pm.

BCT: How many receptacles am I allowed?
TG: Each household is entitled to one. If more than one is needed, residents need to enquire with the depot. If they determine that more than one is necessary, they will issue more. There will be a monthly charge under refuse collection.

BCT: What do I need to take with me to collect my 240l container?
TG: Your latest municipal account, ID and a copy of your ID.

BCT: Can somebody collect the container on my behalf?
TG: Yes, the person collecting the bin needs to bring along the municipal statement of the home owner, a copy of the home owner’s ID as well as their own ID copy.

The municipality supplied contradictory comment on whether a lost or stolen bin would be replaced by the municipality for free.

On April 19, the EMM was asked what residents would be charged if their bin was stolen, to which Gadebe replied: “Absolutely nothing, but assist us with an affidavit from the SAPS.”

In comment on April 24, Gadebe said: “As per Waste Management Services Department tariff policy, page no eight ‘The loss/theft of 240l bins and bulk container caused by owners/clients will be replaced by council and charged to the owner/ client at a cost plus 20 per cent administration fee. In the case of damage to the container during council service, it will be replaced at council cost’.”

The City Times was awaiting clarity from the metro on the discrepancy at the time of publishing.

They had also not clarified information on the monthly fee for the waste collection per bin per month.
