What can I do about this dog owner?

Jaclyn Whitmill writes:

Is there anyone out there who can inform me of what action (legal or otherwise) can be taken against someone who insists on walking her dog down Honiball Street at 6.00am?

She gets every dog barking and howling.

I have approached her and got some sarcastic response.

She has also, on occasion, let her dog off the leash to fight through the gates and fences.

The SPCA won’t help as I have already emailed them for advice.

“Our mandate is prevention of cruelty.

“In the situation described, there is technically no cruelty involved at the time.

“The owner of the dog seemingly displays carelessness, irresponsibility and a lack of consideration for residents and other animals, as well as her own animal.

“May I suggest, if the writer of the letter knows where the woman resides, to send her a letter or petition together with all the other residents concerned as signatories.

“Perhaps the person will reconsider her actions and keep her dog on a lead or walk in a nearby park where she might not create such disturbances.”
