No relief for council-owned flat tenants

The elderly residing in several council-owned flats in Benoni will have to wait indefinitely before lifts in the buildings they occupy are repaired.

It has come to light that Pauline Davis Court (three-storey building, Benoni CBD), Karachi Court (seven-storey building, Actonville) and Delhi Court (eight-storey flats in Actonville) have lifts that are out of order.

This is in addition to the Deneys Conradie Residentia, in Western Extension, on which the City Times reported in the newspaper dated February 27.

The non-operational lifts have placed a burden on the tenants of the flats.

According to Delhi Court resident Reggie Pillai, who said he was one of the first tenants in those flats 40 years ago, the lifts in Delhi Court have been non-operational for about 35 years.

He has resigned himself to the fact that the lifts won’t be fixed and that the municipality does not care for the people of Delhi Court.

“My mother-in-law is 84 years old and we have to transport her up and down because she can’t walk,” he said.

“Once a month, when we go to Sassa, we have to carry her down.”

Residents of Pauline Davis Court, who would not be named for fear of victimisation from Ekurhuleni, said the two lifts in their building have worked sporadically for 10 years.

They cannot call a lift from the second and third floors, and have to send someone down to the ground floor to raise the lift to them.

They also said the doors close abruptly.

The municipality said they will have to call for another tender before the lifts are replaced.

“At the time of the initial response, the city’s Human Settlements Department had hoped the repair work would be funded on the basis of the three quotation system, because the initial contract lapsed,” said Ekurhuleni spokesperson Themba Gadebe.

“The lowest quotation received was above the R30 000 threshold, which resulted to the repair works not being carried out.

“Other avenues are being explored to have the lifts temporarily repaired.

“A tender is being prepared for the replacement of the non-operational lifts at Deneys Conradie and lifts at other council-owned complexes within the metro.”
