Problems with debit order accounts

For the past five years we have been paying our municipal account by debit order.

According to me that makes the municipality responsible for deducting the money from my husband’s bank account.

Almost a year ago we suddenly received a final notice in our post box that we have to pay our account within seven days or they will cut off our water and electricity.

I took the notice and a copy of my husband’s bank statement as proof of payment to the municipal office and they said it is not their problem and I need to pay for the notice or else they will just disconnect our electricity.

I refused to pay and asked them to correct it on our bill.

They did not and cut our water and electricity. They did deduct the money for the notice the next month, I went back three times to try and fix it but gave up after that.

Recently I again received another final notice in my post box.

We have to pay our municipal bill within seven days of the date of the notice which was September 16 or face disconnection.

On my husband’s bank statement it shows that the amount was deducted in full on September 10.

The difference in the amounts is the R87,78 payable for the notice.

Who is responsible for this mess?

I cannot afford to appoint an attorney for R87,78, but it cannot continue like this.

I am really frustrated.

They are just getting away with this kind of incompetence and we need to pay for it.
