R15 million in licensing fraud uncovered in Joburg

JOBURG – Corruption charges have been laid against employees involved in 'licensing fraud'.

The City of Johannesburg’s Anti-Fraud and Corruption Unit are investigating more than a thousand fraudulent transactions estimated to have caused a loss of more than R15 million since January 2008.

The Public Safety department’s Luyanda Longwe said the matter has been taken up by the Directorate for Priority Crime Investigation (Hawks).

A total of 71 employees from seven different licensing departments across the City, including 11 in Sandton, 12 in Roodepoort, 8 in Randburg and 10 in Midrand have already been charged. One employee’s summons is still pending.

This does not include deceased and dismissed employees or those employees who resigned, Longwe said. Proceedings at the Kliptown station have been halted after it was discovered that the station does not fall within the City’s jurisdiction.

Mashaba originally said that 106 officials would be suspended pending disciplinary processes.

Alleged corrupt employees at most stations have received subpoenas and disciplinary inquiries have already been completed at Martindale, Sandton and Roodepoort.

At the Randburg Licensing Department, 37 transactions have amounted to a loss of more than R380 000 since 2008. The Roodepoort Licensing Department lost R1.3 million through 84 transactions. A total of 202 transactions at the Sandton Licensing Department resulted in a loss of R3.8 million.
