Public participation to occur

The original council item which proposed the leasing and alienation of land from Horwood’s Farm without holding public participation has been withdrawn and will be redressed.

During the week of June 22, ward 18 councillor, Clr Heather Hart, explained that the alienation/private sale of land of Horwood’s Farm will allow for a strip of land, along the Horwood Street side of the park, to be sold to allow for the development of residential properties.

“Although it is unknown what type of residential property will be developed, there is no need for prime residential properties in Edenvale. There is however, a need for affordable/infill properties,” said Clr Hart.

“Allowing for the construction of affordable properties will allow room for developing households,” said Clr Hart.

“Transforming Edenvale is a delicate process.”

Another part of the proposed council item was the leasing of the commercial assets at Horwood’s farm.

“By leasing these assets to the private sector, the consequences should be positive and allow for management and maintenance,” said Clr Hart.

She added that it is important to maximise assets for the benefit of the community and municipality.

Clr Hart said that public participation is important when dealing with an issue such as this.

She suggested that one option would be to lease the entire park and whoever were to benefit from the park generating an income, would also be responsible for maintaining it.

In a second meeting with the NEWS on July 4, after the June council meeting, Clr Hart said the council item had been withdrawn.

“The intention was that the item should be sent straight to tenders, however the recommendation was withdrawn,” said Clr Hart.

She said that a new item must be proposed and brought to council to allow for public participation.

“This will allow residents to have their say,” she said.

Clr Hart said that the dates for public participation are yet to be announced.
