The purpose of the audit was to determine the accuracy of the reported actual performance information against predetermined objectives, confirm the credibility of the reported performance information and evaluate the adequacy of the municipality’s system of internal control.

The Ekurhuleni Metropolitan Municipality (EMM) conducted a performance audit to assess the municipality’s performance for the first and second quarter of the 2013 to 2014 financial year.

The audit took place at the EMM’s February meeting on February 27.

The purpose of the audit was to determine the accuracy of the reported actual performance information against predetermined objectives, confirm the credibility of the reported performance information and evaluate the adequacy of the municipality’s system of internal control.

The meeting concluded that the EMM achieved 158 key performance indicators from 253, resulting in 95 not achieved. This translates into an achieved target of 62 percent for the first quarter of the 2013 to 2014 financial year.

There were no organisational, human resources, financial or legal implications. Over all, for the first quarter, the EMM achieved 74 percent of growth and development, 45 percent in financial and corporate services, 74 percent in social development and 74 percent in infrastructural development per cluster, with regards to the key performance indicators.

For the second quarter, the EMM achieved 165 key performance indicators out of 264, resulting in 99 not achieved. This means the EMM achieved 63 percent for the second quarter of the 2013 to 2014 financial year.

There were no organisational, human resources, financial or legal implications for the second quarter. Over all, for the second quarter, the EMM achieved 73 percent of growth and development, 46 percent in financial and corporate services, 86 percent in social development and 65 percent in infrastructural development per cluster with regards to the key performance indicators.
