Attenuation project dependent on budget

“The duration of the project is dependent on the availability of funds.”

According to the City of Ekurhuleni (CoE), all authorisations for the construction of attenuation dams in the Hurlyvale area have been approved.

Although CoE has the designs, environmental authorisation and Water Use Licence, CoE spokesperson Zweli Dlamini said the project is being delayed by budget constraints the metro is experiencing.

He said initially starting the project was obtaining the relevant authorisations.

Updated information about Hurlyvale’s attenuation dam project was shared by the CoE with the NEWS after the publication sent an enquiry to CoE.

The enquiry was sent after Ward 18 Clr Heather Hart spoke about the areas worst affected by the heavy storms, which included Horwood’s Farm, the channel between High and Main roads, properties along North Road, Engwena Road Bridge and St Andrew’s Road Bridge.

Hart believes if the much-needed attenuation dams were constructed along the Hurlyvale Spruit, some of the damage may have been prevented.

Dlamini said the project will be divided into four phases.

“The duration of the project is dependent on the availability of funds,” said Dlamini.

“If the necessary funds are readily available as required, then each phase will take approximately one financial year to complete.”

He said if everything goes according to plan, the project should take four years to complete and that once completed, the attenuation dams will reduce flooding in the area by retaining stormwater and subsequently reducing the flow and velocity of the water.
