CoE’s budget and IDP public participation dates extended

The City of Ekurhuleni (CoE) announced the closing date for comments on its 2020/21 draft of the reviewed Integrated Development Plan (IDP) multi-year budget and other related documents on May 31.

CoE’s spokesperson Themba Radebe said the closing date for comments has been extended to June 8.

Comments for the following documents are required and they are available on the city’s website:

  • 2020/21 Integrated Development Plan
  • Draft 2020/21
  • 2022/23 Medium Term Revenue and Expenditure Framework (MTREF)
  • Draft budget related policies
  • Proposed tariffs
  • 2020/21 Draft Built Environment Performance Plan

“This year, due to Covid-19, public participation is through digital platforms. How the budget is drafted? The budget is a plan of how CoE plans to spend funds in line with its objectives, needs and priorities. Local governments have discretionary planning and budgeting powers and their plans and budgets need to reflect priorities and objectives that are set out in national policies, plans and budgets,” said CoE spokesperson Themba Gadebe.

As a result, he added, the local government planning and budget cycle must fit the national planning and budgeting cycle.

“The city works from a blue print – the Growth and Development Plan 2055 – which is the city’s long-term plan. This is broken up into short-term goals, the IDP covers five years and is further broken down into the fiscal year planning called Service Delivery Budget Implementation Plans (SDBIP).”

What is the IDP?

Gadebe explained IDP is a process where municipalities prepare a strategic development plan that covers a five-year period.

“It includes the planning, budgeting, resource allocation and decision-making processes in the municipality. It also includes the public participation process in which the public is consulted and asked to comment on the proposed plans of the city.”
