Johannesburg Water is grappling with critical challenges stemming from rampant theft and vandalism of its water infrastructure, which is severely disrupting the delivery of essential services to local communities. Vital assets such as pipes, pumps, and manholes are frequently targeted by offenders, leading to significant interruptions in reliable water supply and sanitation services for both residents and businesses.

“These acts of vandalism not only compromise service delivery but also pose a grave danger to public safety. Tragically, missing manhole covers have led to the loss of lives, with families mourning loved ones who have fallen victim to these hazards. This senseless destruction is costing both lives and livelihoods, and urgent action is required to address the issue,” says Mzakhe Mtshweni, Johannesburg Water’s General Manager of operations.
The impact of this crisis extends beyond physical damage; external factors such as consumer behaviour and social awareness also play a critical role. Public ignorance or misuse of infrastructure frequently leads to its abuse and vandalism, further complicating Johannesburg Water’s operations and financial situation. Daily, the entity spends approximately R20 000 on a jetting machine to clear blocked sewer lines, often caused by foreign objects improperly disposed of in the system.

In response to these mounting issues, Johannesburg Water is implementing a series of mitigative measures to tackle infrastructure theft and vandalism. Enhanced security protocols in high-risk areas will include both physical and electronic protection systems. These initiatives involve improved lighting, the installation of real and dummy CCTV cameras, and collaboration with the Johannesburg Metro Police Department to ensure rapid response capability.
Moreover, the entity plans to introduce smart manhole covers equipped with sensors at strategic locations to monitor tampering. These smart covers will facilitate 24/7 oversight, enabling immediate action either to thwart theft attempts or to ensure prompt replacements when needed.
“The ongoing theft and vandalism of Johannesburg’s water infrastructure is crippling service delivery and putting lives at risk. Johannesburg Water is tackling these issues by enhancing security, raising public awareness, and working with law enforcement. With investments in infrastructure upgrades and smart technologies, the entity is focused on restoring reliable services and protecting its assets,” concludes Mtshweni.
However, he emphasised that lasting change will necessitate collective action from both the community and authorities to prevent further damage and ensure the continued delivery of safe and sustainable water services. As Johannesburg grapples with this challenge, the call for community involvement and vigilance has never been more urgent.
