City’s Finance MMC announces bold plans

BRAAMFONTEIN - Johannesburg MMC for Finance Dr. Rabelani Dagada has a budget of more than R50 billion and plans to spend aggressively on infrastructure projects.

 

The City of Joburg’s MMC for Finance Dr. Rabelani Dagada has announced his ambitious plans for the next five years, saying the City is ready to do business.

MMC Dagada addressed more than 300 staff in Braamfotein on 29 September, where he told the staff that they are the most important resource to achieving his plans.

“The City’s employees at all levels should play significant role to achieve the new plans and objectives we have set for the next five years. In fact, we will not be able to achieve any of these objectives if you are not fully involved. Human capital is the most important resource that the City has,” said Dagada.

MMC Dagada says he wants all his department’s employees to join him in rolling-up their sleeves, in working to achieve some of his major plans and objectives which include:

  • To increase the revenue collection
  • To improve revenue management and billing process
  • To improve transparency in the procurement process
  • To increase the participation of SMMEs on the City’s tenders
  • To introduce and implement debt ceiling
  • To improve governance and work towards the attainment of clean audits
  • To pay suppliers within 30 days of invoicing
  • To increase awareness of the City’s Extended Social Package Policy
  • To profile the City as being ready and open for business
  • To reduce operational expenditures through austerity measures

The MMC Dagada says his plans complement the Executive Mayor Herman Mashaba’s Ten Point Plan that commits the City to run a responsive and pro-poor government.

“At the heart of everything we do, is to ensure that we are responsive and that we move with urgency to the needs of the residents of Johannesburg. For this to happen, we need each and every one of you. We need your innovative ways and views about how we can make a visible impact in this great City,” said Dagada.

The City has a budget of more than R50 billion and spends aggressively on infrastructure projects.

The MMC has been on the internal roadshow, meeting and speaking with the staff who he says are critical in the delivery of service. About two weeks ago the MMC paid a surprise visit to the City’s call centre, where he reminded the staff that: “you are the first point of contact our customers have with the City of Joburg, as a result you must serve our customers with pride and professionalism.” The MMC also personally answered some of the calls from customers, listening to their queries and suggestions.
