Resident complains about neighbour’s many dogs

By-laws relating to dogs by the City of Ekurhuleni.

The RECORD recently received a complaint from a resident, who wishes to remain anonymous, regarding the number of dogs his neighbour keeps on his property in the Alberton North area.

The number of dogs is a big concern for him and he stated the situation has become unbearable.

“I could count more than 10 dogs on the property,” said the resident.

The RECORD contacted Alberton SPCA who conducted an inspection at the property, and the inspector observed a total of nine dogs.

“All animals appeared to be in acceptable body conditions during the time of inspection. No welfare concerns were observed during the time of inspection.

“This appears to be a by-law issue which the SPCA cannot act upon due to legal obligations. We advise that this issue receives the attention of the local municipality as this falls under their function,” said Sipho Letsoalo, SPCA Alberton inspector.

What the law says

The City of Ekurhuleni’s spokesperson, Solly Mashabela, said the City is busy with the process of promulgation of by-laws relating to dogs.

The draft by-laws will soon be presented to council for processing. The following has been proposed in draft by-laws:

• For dwelling units or flats, it is recommended that not more than two dogs over the age of six months may be kept.

• For a small dwelling house, not more than three dogs over the age of six months may be kept.

• For large dwelling houses, not more than four dogs over the age of six months may be kept.

“Once the public participation process is finalised, a final determination of number of dogs will be made, taking into consideration public’s input,” he said.

Mashabela also said that complaints can be referred to the EMPD on 011 999 2669 or to the office of the divisional head of environmental health on 011 999 2970 or the regional office (south) on 011 999 0530.
