Financial compliance report makes council run long

A financial compliance report kept councillors late during the July council meeting.

ALBERTON – Ekurhuleni’s expenditure was questioned at the July council meeting after a deferred report on the municipality’s financial and performance results were found to be rife with inaccuracies.

African National Congress (ANC) representative Clr Pinky Mkhonza brought attention to the fact that document figures had changed from one document to the next. She also found collection rates to be inaccurate because prepaid sales were included in the final collection figures which were reported.

Democratic Alliance (DA) members caucused regarding the expenditure of the municipality and councillors asked why the documents changed within one day to reflect different amounts in terms of spending.

Clr Mkhonza also raised the issue that target setting is flawed, and suggested that smaller budgets are spent more easily than larger ones. She followed up by saying departments should not overstate their capacity for spending.

Clr Estelle Visser made the point that the grant money being spent was not being used to upgrade informal settlements to formal dwellings and took this as a sign that the ANC-led municipality does not care about Ekurhuleni residents.

The Congress of the People (Cope) also noted that underspending is a problem in almost every department.

Irasa councillor Izak Berg noted that capital expenditure was not spent well and called for an investigation to be done by the Auditor General.

“We don’t do what we’re supposed to do,” he stated.
