Xhosa/Zulu reservoir only 30% complete

After three years, the Xhosa/Zulu reservoir remains incomplete: The Metro tell us why.

Tsakane- In November 2018 the metro responded to an inquiry about the incomplete reservoir on Xhosa/Zulu Street in Tsakane, saying that the project will be complete in September 2019.

But the reservoir is still incomplete.

In the inquiry, the media spokesperson for the City of Ekurhuleni, Themba Gadebe, made the following points, among others:

• The reservoir was not completed as planned on September 28 (2018) due to revised engineers’ design which now requires piling.

• In addition, the contractor’s contract expired on September 28 and could not be extended for the second time, and therefore the contractor was relieved of their duties due to the operation of the contractual conditions.

• When work started, the Ekurhuleni Municipality Water and Sanitation Department had allocated R11-million for the project.

But in the Sixth Ordinary Mayoral Committee Meeting for 2017, the metro adjusted the R11-m to R48-m for 2017/18.

In a new inquiry, we asked the metro if the reservoir has been completed.

Nhlanhla Cebekhulu, the divisional head of communication and media relations, says that the project is 30% complete.

“The slab has been cast and the contractor is now busy with the rebar for the walls.

“The project will be completed in May 2020.

“The delays were caused by numerous work stoppages due to community protests.”

Asked if there would be any changes to the budget for the project, Cebekhulu responded:

“The initial project contract budget was R47 612 788.71 (VAT inclusive).

“This was the contract that expired on the September 30, 2018.

“A new contractor was appointed on November 30, 2018, on a R32 510 793.77 budget.”

The reduction of the budget was based on the fact that some of the work had already been done by the previous contractor and therefore could not be appointed on the same R47 612 788.71 budget.

The metro says the revised completion date of the reservoir is March 31, 2020.

The project started in 2016.
