A local councillor noticed two suspicious-looking people at 9am, at the corner of Springs West and KwaThema roads and immediately contacted EMPD officers.
When members of the EMPD Public Order Policing Unit arrived on the scene, the pair took off.
The EMPD gave chase and managed to arrest one of them.
The councillor informed the EMPD officials that he saw people digging in the area three weeks prior to this incident and thought it was Ekurhuleni Metro employees on duty.
After receiving confirmation that they were not metro workers, he contacted the EMPD.
One gas cylinder, a cutting torch, a bag full of mining material and clothing was confiscated.
