KwaThema police spokesman Capt Mandla Phori says police received a tip-off from the community about a group of people stealing the cables along Sam Ngema Drive.
He says when the SAPS arrived on the scene, the group fled and some managed to evade capture.
Five people, between the ages of 23 and 31 years old, were arrested and will appear in the KwaThema Magistrate Court soon.
Police are still searching for their accomplices.
